Who is responsible for making sure the gas lines that run from my propane tank to my house are installed right

I have a propane tank on my property that is serviced by a propane company. The gas lines that run from my house to the tank are underground. I bought the house 5 years ago and on numerous occassions I have contacted the company because of the smell of gas somewhere and they would come out and check their tank and inside my house. Each time they found nothing and once they found a tiny leak somewhere. I also asked them many times why it was costing us so much for propane when all we use it for is the stove and the hot water tank, they would say because of rising gas prices! Well this past week we ran out of gas in the tank which they are supposed to not let happen and when they came to fill it they ran a leak test and it failed. Later that day with a tech here from the company tested again and found that there was a major leak somewhere. Found the leak by the smell of the soil advised to replace at my expense even though the tech said the gas line wasnt installed properly.
I bought the house after the gas lines were installed. I also pay over $1200 a year for propane and all i use it for is the stove and the hot water heater for 2 adults and 1 child. On the companies own website they have a calculater test to determine your average cost for propane for the year and it said on average propane should run me $400 a year and we have been paying over $1200 a year. No one ever suggested that there could be a leak in the pipes underground, amazing especially because the tech. from their co. said they weren’t even installed properly. I don’t understand how this could be my fault!
