What is Adobe Flash Player 10 and Does it cost money to download?

I am looking for the adobe flash player that is a creative tool, similar to adobe photoshop, except the adobe flash player i’m looking for is an animation tool and lets you create varouse things such as artwork, animations, games and websites.
